The City of Black River Falls, Wisconsin, will receive proposals for the removal and disposal of Asbestos Containing Material and Universal Waste, the razing of the structure, and the restoration of the lot at 26 South First Street in the City of Black River Falls in accordance with this Request for Proposals with Instructions to Proposers and the Detailed Description of Work to be Performed, the General Specifications and Conditions, and the Contract available at City Hall or on our website at https://blackriverfalls.us/forms/.

DEADLINE FOR RECEIPT OF PROPOSAL. Thursday, October 1, 2020 at 2:30 p.m.

PROPOSAL OPENING. Thursday, October 1, 2020 at 3:00 p.m.

CITY OFFICE WHERE FILED. City Hall located at 101 S. Second Street, Black River Falls,
Wisconsin 54615.

 FORM OF PROPOSAL. Proposals must be submitted sealed, on City forms, legible and fully complete in all respects, showing the date and time of the proposal opening on the outside of the sealed proposal. The City reserves the right to reject any proposal which the City deems incomplete.

MANDATORY INSPECTION AND REVIEW OF SITE AND CITY DATA. Each Proposer has an obligation to examine the site upon which the Work will be performed to assess conditions and to review any City furnished data.

The City will open the structure and lot on September 17, 2020 from 10:00 a.m. to 11:30 a.m. to give Proposers an opportunity to inspect the structure and to ask staff questions.  Each Proposer will be required to provide their own lighting and ladders for the  inspections.  Attendees are encouraged to wear a cloth face covering during the inspection.

 The City will not accept a Proposal from any Proposer who has not signed in indicating that the Proposer has inspected the structure and lot, or has not made other inspection arrangements with City staff.

BRUSH REGULATIONS UPDATED

The City recently approved an ordinance that clarifies the size of brush the city will accept. Any brush put by the curb for curbside pickup on scheduled days cannot exceed 6 inches in diameter and cannot exceed 6 feet in length. This also applies to brush that is dropped off at the brush pile by the City Shop / fairgrounds.

Brush pick up and brush drop off options are for CITY RESIDENTS ONLY. This site is NOT a county drop site. You must be a city resident to drop brush off at the City Shop / fairgrounds. Violators are subject to a citation and a fine.

Dealing with brush is a time consuming, labor intensive, expensive service the city provides for residents, but it is being jeopardized by non-residents using it as a drop site. If you see something then say something – you can report violators at the time of the offense so we can attempt to curb the abuse of our brush drop off site for city residents. You can call the Black River Falls Police Department during regular business hours at 715-284-9155. If there is no answer or it is after hours then call Jackson County dispatch at 715-284-5357 Ext 180 to request a city officer.


ANNUAL JOINT REVIEW BOARD MEETING SET

Notice is Hereby Given that the City of Black River Falls will hold a Joint Review Board meeting on September 15, 2020 at 3:30 p.m. at the Black River Falls City Hall, located at 101 S. 2nd Street.

The purpose is to review the City’s annual tax incremental financing reports and review the performance and status of each district governed by the Board as required by Wis. Stat. § 66.1105(4m)(f).  Discussion will also include the possibility of closing an existing district and the possibility of creating two new districts. The meeting is informational and no action will be taken by the Board other than to appoint a chair and public member as necessary, and to acknowledge filing of the annual report and compliance with the annual meeting requirement.

PUBLIC HEARING SEPTEMBER 1ST TO CONSIDER WEIGHT RESTRICTIONS ON NORTH 8TH STREET

Please take notice that a public hearing will be held before the Common Council of the City of Black River Falls on September 1, 2020 at 5:30 p.m. at City Hall located at 101 S. Second Street in the City of Black River Falls to consider vehicle weight restrictions on North Eighth Street.

The Common Council will be considering whether or not to designate North 8th Street between Main Street and County Hwy A as a heavy traffic route, a Class A Highway, or a Class B Highway.
