Alternate side parking is in effect. Please remember this becomes very important after a significant snow fall. Between the hours of 10:00P.M. and 6:00a.m. the following day, vehicles shall be parked only on even numbered sides of the street on those nights having an even calendar date, except where parking is normally permitted only on one side of the street, vehicles may be parked on that permitted side every night. These regulations will be in effect beginning 12:01 a.m. on December 1, 2020 through 12:01 a.m. on April 1, 2021.
Whether a date is even or odd shall be determined by the calendar date at 10:00p.m.
As always, there is no parking on the streets in the downtown area after 2:00am, and parking in public parking lots is limited to 24 hours. If your vehicle is in a parking lot at the time it is plowed, you will need to move your vehicle to a different parking lot that has already been plowed to allow City Street personnel to clear snow in all parking lots.

Government Building Closures & Modified Service Schedules
With the surge in Coronavirus cases in our area, the City of Black River Falls, like other individuals and businesses, wants to ensure we are doing our due diligence to take precautions and do everything possible to minimize the impact on the public and our employees.
At this time, it is our intention to maintain all essential city functions with our employees continuing in their normal capacity while working remotely or within the facilities closed to the public.
Effective Wednesday, November 18, 2020, City government buildings will be closed and service schedules modified as follows:
City Hall: Closed to the public until further notice except for meetings of the governing body and/or its boards and committees. The city administrative offices will be staffed with one employee Monday through Friday from 8:00am – Noon and 1:00pm – 4:00pm. We will be available by phone at 715-284-2315 / 715-284-5514 or by email. Emails and phone numbers for specific departments are available at the bottom of the home page on our website at www.blackriverfalls.us.
Police Department Lobby Window: Closed to the public until further notice. No vehicle registration services until further notice. Administrative offices will be staffed from 8:00am – Noon Monday through Friday. Administrative staff will be available by phone at 715-284-9155 or by email. Emails and phone numbers for specific departments are available at the bottom of the home page on our website at www.blackriverfalls.us. Non-emergency issues can be reported on-line at https://blackriverfalls.us/department-information/.
Fire Department: Closed to the public until further notice. Fire Extinguisher service still available – call ahead to schedule a drop off time. Administrative offices will be staffed so we will be available by phone at 715-284-2656 or by email. Emails and phone numbers for specific departments are available at the bottom of the home page on our website at www.blackriverfalls.us.
Public Library: Open Monday-Wednesday 10:00am – 7:00pm / Open Thursday & Friday 10:00am – 5:00pm / CLOSED Saturday & Sunday / CLOSED daily 12:30pm-1:30pm for cleaning and sanitizing.
Municipal Utilities: Closed to the public until further notice. Customers can continue to pay their bills by check or cash using the US mail or the drop box located by the lobby door at 119 N. Water Street. Please include account number with your payment. For customers who have registered with My Account, you may continue to use this platform to make payments online. Offices will be staffed from 8:00am-Noon and 1:00pm-4:30pm. We will be available by phone at 715-284-9463 or by email. Public Safety Services: While some responses may be modified, Police, Fire, and Emergency Medical Services will continue to be staffed and respond to service calls.
Garbage & Recycling: The City will continue to collect garbage and recycling as regularly scheduled. While staff members will be taking extra precautions on these routes, residents are asked to put all garbage in a garbage receptacle to reduce the exposure to our employees. Receptacles must be standard type garbage containers, must be made of metal or plastic, must be watertight, must have a tight-fitting cover, must be equipped with handles or bail, and must have a capacity of not more than 32 gallons and weigh no more than 50 pounds. Receptacles must be kept clean and in a sanitary condition at all times. Paper bags, 5-gallon pails or 55-gallon steel or cardboard barrels or drums are not allowed for garbage containers.

Building Permits: No in person visits are being conducted at this time. Building permit applications can be submitted by mail to: City Hall, 101 S. 2nd Street, Black River Falls, WI 54615 Attention: Building Inspector or to GEC, P.O. Box 759, Black River Falls, WI 54615. The building inspector can be reached by phone at 608-697-7774 or by email at apillard@generalengineering.net .
We recognize that these are unprecedented times and appreciate the public’s flexibility and support. We will continue to monitor the situation and make adjustments as needed to ensure the safety of our employees and the public.

The City of Black River Falls still has funds available for the COVID-19 Recovery Microloan (CRM) Program to provide immediate financial assistance to businesses in the City of Black River Falls that have been financially affected by the COVID-19 outbreak.
LIMIT ONE LOAN PER BUSINESS
Individual businesses may apply for loans up to $10,000. The City of Black River Falls will utilize up to $650,000 from the Economic Development Revolving Loan Fund. The microloans will be 0% Interest with no application fee and no penalty for early payment. Payments will be deferred for 6 months or more with repayment terms of up to 5 Years (60 months).

The following businesses are NOT eligible for microloans: businesses with more than 50 employees, residential rental/lease companies, non-profits, financial institutions, liquor stores, home based businesses with less than $50,000 in gross revenue, payday loan and title companies, and telemarketing businesses other than inbound call centers.
CRM funds may be used for the following activities:
The CRM is considered a short-term source of funding to assist impacted businesses with immediate and short-term needs during and following the COVID-19 outbreak. Additional local, state, and federal financial assistance programs available through local lenders, the Wisconsin Economic Development Corporation (WEDC), the Small Business Administration (SBA), and others will play an important role in the business recovery process. Business owners should contact their lender and visit the WEDC website for more information on these resources.

The City of Black River Falls is now accepting applications to fill current full-time and part-time police officer vacancies. The department will also be building an eligibility list.
Responsibilities include working in partnership with the community to prevent crime, solve problems, and enhance the quality of life for the citizens. Duties include patrol, enforcing laws, maintaining public peace, and protection of life and property.
The City of Black River Falls Police Department offers competitive wages and an excellent benefit package.
Job Requirements: Must be a U.S. citizen; minimum age – 18; hold a valid driver’s license with a good driving record; be in good physical condition; be eligible for Wisconsin Law Enforcement Standards Board Certification; possess a high school diploma or equivalent; possess 60 college credits in a related field; be able to possess a firearm; have no felony convictions or domestic abuse convictions; vision correctable to 20/20; possess good verbal and written communication skills; ability to react quickly and effectively to stressful situations; able to work evenings, weekends, and holidays; ability to handle several tasks simultaneously; ability to perform essential functions of this position; ability to use all standard law enforcement equipment.
Part time wage starts at $18.14 per hour. Full time salary range is $43,200 to $54,010 and is dependent on qualifications.
